Whoever coined the phrase, “It's 5 o'clock somewhere”, probably didn't think about its impact. This saying is often used to justify having a drink when it's not socially acceptable. While it's usually taken as a joke, there's a serious side to it. I used to laugh it off with my friends, but I don't anymore—it became just another excuse to drink early, reinforcing the idea that drinking at any time is okay.
